Complaints Handling Policy

BELCO’s rates and service rules are set by the Regulatory Authority of Bermuda, an independent regulatory body that has been responsible for setting electricity rates since 2016.

While we are committed to providing excellent service to all Customers, we understand that at times erroneous things happen. Our Complaints Handling Policy provides guidance on achieving a resolution for formal complaints.

BELCO customers are charged according to energy rates, which are approved by the Regulatory Authority of Bermuda (RA).

Fuel Adjustment Rate (FAR)

What is the fuel adjustment rate?

  • The Regulatory Authority sets the fuel adjustment rate every quarter based on a calculation that includes the cost of fuel and projected usage.
  • As the actual cost of fuel changes on the world market, the fuel adjustment rate changes. World market prices fluctuate greatly due to the growing demand for fuel around the world, limited refineries to process crude oil, and the impact of political, economic and other events.
  • The cost of fuel for BELCO is made up of the actual cost of the fuel purchased on the world market plus transportation to BELCO’s central plant.
  • BELCO endeavours to minimise the cost to the customer by negotiating the best possible prices, purchasing when the market is low, selecting the most economical fuel and maximising plant efficiency. BELCO does not profit when the fuel adjustment rate increases.
  • The fuel adjustment rate is announced in The Royal Gazette by the first day of each quarter.
Feed-in Tarrif (FIT)

This Feed-in Tariff is effective from April 1, 2026, until further notice.

What is the feed-in tariff?

  • The Regulatory Authority sets the feed-in tariff every quarter in accordance with the Regulatory Authority (Feed-in Tariff Methodology) General Determination 2023 and section 36 of the Electricity Act 2016.
  • It is the rate at which customers with distributed renewable energy systems (such as rooftop solar PV) are credited for electricity that is exported onto the BELCO grid by their systems.
  • The rate is ordered by the Regulatory Authority of Bermuda each quarter.
Residential Rates

These residential rates are for all kWhs sold for all meter readings taken on or after January 1, 2026, until further notice.

The three block structure of Residential Billing Charges is as follows:

The Residential Graduated Facilities Charge is a fixed fee that covers the cost of maintenance, equipment and infrastructure that we need to deliver electricity safely and reliably. The five tiers of the Residential Graduated Facilities Charge are:

As you can see, the less energy you use, the lower your rates are. To lower your rates and your overall bill, track your usage and practice energy efficiency.

Our new AMI meters make it easy to track your usage so that you can find ways to reduce your bill. Once you register an account on our easy-to-use website, you can see exactly how much energy you are using on a daily basis. Once AMI has been fully deployed, you will be able opt in to prepaid plans or set usage thresholds with notification alerts when you are nearing your limit.

AMI is currently being deployed across the island.

The Future

New developments like hotels and marinas will increase demand, as would an increase in our population. More widespread adoption of electric vehicles would also help, as customers would pay less for electricity to fuel their cars than they would for gasoline, all while increasing electricity demand and lowering costs for everyone.

Our Plan

We are taking a multi-faceted, cost-effective approach to address the risks of our ageing infrastructure while making our energy more affordable and environmentally friendly. We are working diligently to provide Bermuda with clean, resilient, affordable energy.

Replacement Generation

We are replacing 80 megawatts of generating capacity with a new dual-fuel, high-efficiency generation plant.

Battery Energy Storage System (BESS)

To supplement the replacement generation, we are introducing our new cutting-edge battery energy storage system, which will allow us to regulate spikes in peak electrical demand more efficiently.

Transmission, Distribution & Retail (TD&R)

We are replacing old, worn underground transmission cables and upgrading distribution assets and facilities. This process will help us to expand the capacity of the grid.

Advanced Metering Infrastructure (AMI)

Advanced meters improve the efficiency and reliability of electricity service, while providing customers with more control.
